Vacant Library Board Trustee Position
Updates on the vacant trustee position.
Water Damage in the Lower Level
Review and discussion of recent water damage in the lower level of the Library:
- During the first week of August, water damage was noticed in the lower level, in the corner of Youth Services on the south side of the building, in the picture book section. There is a history of water issues in this area of the lower level.
- Following a period of heavy rain, the plaster in the affected area was found to be wet to the touch, and the wall had sustained damage.
- Catlett Plumbing was called to assess the situation, and the Director met with them on site. A drain issue was suspected but not confirmed.
- The wall continued to show signs of heavy moisture in the following days.
- Catlett Plumbing returned on Friday, August 14, and camera-scoped the drains. No blockage or damage was detected.
- Pioneer Basement Solutions inspected the area and detected moisture and water issues along the south wall.
- While on site, Pioneer also examined the storage area at the back of the Community Room, identified water damage and other moisture-related concerns, and recommended suspending use of that side of the room.
- Materials were removed from the affected section of the picture book area, the area has been blocked off, and the left side of the Community Room has been temporarily closed.
- Catlett and Pioneer returned on Friday, August 21, and are expected to send a plan and quote for repair work.
- ARK Basement Services made a service call on August 25 and is expected to send a quote as well.
- The Library is seeking at least one additional service provider to give a diagnosis and estimate before proceeding.

Resolution 26-8-06: To add Policy 5.45 to the Employee Handbook, in the section addressing staff emergency leave:
5.45 Emergency Leave for Cancelled Off-Site Events
When a staff member is scheduled to represent the Library at an off-site event occurring outside of the Library's regular operating hours, and that event is cancelled or postponed due to circumstances outside the Library's control (including but not limited to severe weather, venue closure, host organization cancellation, or other conditions beyond the Library's or the employee's control), the employee's scheduled hours for that event will not be forfeited.
The Director or designee will first attempt to reassign the employee to other library duties for some or all of the originally scheduled hours, where reasonably practical. If reassignment is not practical, or only covers part of the scheduled time, the employee may use paid emergency leave for the remaining scheduled hours. Use of emergency leave under this section does not draw against the employee's accrued vacation or medical leave balances, and requires no advance notice given the unforeseen nature of the cancellation.
This section applies only to off-site commitments an employee was formally scheduled to work outside the Library's regular open hours; it does not apply to program cancellations occurring during an employee's regularly scheduled in-library shift, which are addressed through normal workflow reassignment.
